Can someone explain to me what the derby for draft picks is and how it works

First you randomize the draft order. Whoever is first gets to pick what draft position they want, then whoever is 2nd in the randomized order gets to pick where they draft, and so on, then based on that you will create a new order. Basically a draft for draft positions
