Overall it’s more fair than non-3rr imo.
People picking in the top 3-5 won’t like it
People picking anywhere at the end of the first will love it and people picking in the middle aren’t affected

I don’t see a downside. Makes the draft more balanced. That being said I tried to incorporate it in my draft and everyone hated the idea, but I think they don’t like change
