Burton will be behind Chase as long as he is a Bengal and at least for now also behind Higgins.

Higgins is gone after this year. Burton could be the #2 in Cincy.

Burton can do what Chase does, Higgins can’t. Two completely types of WR’s and Burton is just more versatile.
