Add on top of that, when, Linehan was fired they internally promoted an OC... Which one is cheaper: hiring an outside OC or an outside QB coach?
So, next year Richard will be promoted to HC and he will build his coaching team up his way.

It's all about publicity. If Garrett is fired, then it looks bad on Jerry. If Garrett is just not extended, then Jerry just looks like a man making a business decision necessary to move on.
