Dead cap hit is for when a team cuts a player who is still under contract. That doesn't have anything to do with this. the Titans would not be cutting tannehill. They would be trading him. when Rogers renegotiated his deal with the Packers last year, in essence it took away some of the money the Packers would owe him after this past season which would make it easier to trade him. That being said, a trade to the Titans would still not happen because the Packers already have serious cap troubles. They're not going to take on tannehill and his contract.
